Hi, on my 48v controller I have a blue wire that limits the output to 250w, would this motor work with that?

This motor is 36V. 48V controller not applicable.

Can I use this with my 48v controller and battery?

No, this wheel is 36V, using a 48V controller and battery will damage the motor.
